Insuring Care: How Liability Insurance Access Threatens Community Services for Children

Various kinds of insurance are costing more for individuals and organizations across sectors, but child welfare providers across the United States are facing urgent challenges accessing adequate and affordable liability insurance, putting the availability of the continuum of child and family services and supports at risk. The National Organization of State Associations for Children (NOSAC) and the Association of Children’s Residential & Community Services (ACRC), in partnership with multiple state associations and national partners, recently completed a survey to better understand the size and scope of the problem nationwide and the disruption that this challenge presents to effective public-private partnerships that support child and family well-being. This session will provide insights into the findings and next steps to address this growing issue.

Learning Objectives:

  • Describe the impact of the liability insurance crisis on community-based organizations that serve children and families.
  • Identify the state-level strategies being employed in California, Illinois, Texas, and other states to mitigate liability insurance access and affordability challenges.
  • Understand potential federal policy solutions and organized advocacy efforts to stabilize insurance access and affordability for providers serving children and youth.

Chief Policy and Practice Advisor

   

Lisette is a lawyer who has dedicated herself to improving policy, practice, and outcomes for children, families, and communities. Lisette has a rare combination of experience that includes direct service provision, community organizing, legal representation, and policy and advocacy work. Currently, Lisette is the Chief Policy and Practice Advisor for the international Association of Children’s Residential and Community services (ACRC). ACRC envisions children and families thriving at home and in their communities, with uncompromised access to high-quality behavioral and mental health services when needed. Lisette coordinates efforts to advise policymakers, and she has informed and supported the drafting, introduction, passage, and implementation of federal legislation. Lisette is a cross-systems thinker and leader serving on several national working groups and coalitions related to child welfare, juvenile justice, education, health, and immigration, including the Act4JJ Coalition, the American Bar Association Commission on Youth At Risk, and she is an Associate Editor for the international Journal of Child and Adolescent Trauma.
