The Behavioral Health Workforce Crisis and Oregon's Response

This webinar summarizes the findings and recommendations from the Oregon Health Authority's study of workforce challenges and outlines Oregon’s efforts to expand and support the behavioral health workforce.

Meet the Speakers

Jessie Eagan is a Licensed Clinical Social Worker in Oregon and is working at the Oregon Health Authority as the Child and Family Behavioral Health Unit Manager.  

Jessie earned Master’s degrees in Social Work and in Human Development and Family Studies from the University of Illinois. Her clinical experience in outpatient clinics, school-based treatment, and residential settings has focused on providing therapy to children, adolescents, and their families. Jessie worked in direct clinical work and program administration in California and in Oregon before moving to her current role. She has extensive experience in trauma-informed treatment with young people with complex and acute needs and is passionate about health equity and anti-racist work. 


Craig Mosbaek recently started a new position as a Behavioral Health Equity Analyst at the Oregon Health Authority (OHA). He was most recently in the OHA’s Office of Health Policy, working as an Economist and Health Policy Analyst. In that role, he led the development of the study assessing the challenges faced by the behavioral health workforce. As an American Public Health Association fellow, he worked in a Congressional office in 2010.  

Craig appreciates a workplace where he brings his authentic self to work, including his lived experience with behavioral health issues. He values the opportunity to engage community and work across the agency on equitable implementation of over $1 billion in new investments in behavioral health prevention and treatment. Craig was the founding President of the Portland Farmers Market and has served as Board Chair of Upstream Public Health and the Oregon Public Health Association. He received an MPH from Oregon Health & Science University.
