Earmarks to Return in 2023

Until FY 2023 funding is completed, it’s unknown which earmarks previously approved by the appropriations subcommittees will make it across the finish line.  Timing may dictate some of that decision-making; e.g., if appropriations are pushed into the new year, will projects submitted by Members of Congress who departed at the end of 2022 still be funded? 

But odds are that the omnibus will pass this year, and the good news is that earmarks will be back next year for FY 2024.  Democrats revived them in 2020, with the House calling them “community project funding” and the Senate, “Congressionally-directed spending.”

Challenging To-Do List in Lame Duck Session

Congress returned to Washington on Monday afternoon, nearly a week after the mid-term elections with some races and control of both chambers unresolved.  As of this writing, Democrats have achieved the majority in the Senate, 50-49 with the Warnock-Walker run-off election scheduled for December 6 in Georgia.  Republicans have taken the majority in the House, 221-214.

Senate Finance Mental Health Package:  Committee Releases Part Four of Five

With the timing and outlook for the Senate Finance Committee’s mental health plans still unknown, committee work groups continue to roll out legislative language.  On November 10 came a discussion draft of the fourth of five sections, this one focused on better integrating physical and mental health care and expanding access to both immediate and longer-term care for Americans in crisis.  Seven of the eleven provisions would affect Medicare.

SAMHSA Announces Interim Strategic Plan

Last week, the Substance Abuse and Mental Health Services Administration (SAMHSA) announced the agency’s Interim Strategic Plan, presenting a new emphasis on a more person-centered approach and briefly describing SAMHSA’s priorities and principles.  Participants in NACBH’s upcoming Emerging Best Practices Conference will have a chance to hear from and give feedback to Gary Blau, Ph.D., SAMHSA Senior Advisor for Children, Youth, and Families – very timely as a full, four-year strategic plan is fleshed out over the coming months with specific goals, objectives, and performance measures to support the priority areas.
