White House Announces New Actions to Address Youth Mental Health Crisis 

As forecast in President Biden’s first State of the Union address and fleshed out in a fact sheet on the administration’s strategy, multiple efforts to address the nation’s mental health needs are in the works.  On July 29, the White House announced two new actions to strengthen school-based mental health services as one approach to addressing the youth mental health crisis.

CMS Issues New Guidance on Youth Mental Health Services 

Two new informational bulletins issued last week provide states with substantive and timely guidance on key avenues for children’s behavioral health:  EPSDT and school-based services.  While informational bulletins occupy a sub-regulatory space in federal guidance – without the force or endurance of regulations or statute – they convey important policy positions of the current administration.  Worthy reading material, particularly for NACBH members who recently attended our Public Policy Conference in Washington.

New NGA Chair’s Initiative:  Strengthening Youth Mental Health Care 

During the National Governors Association (NGA) Summer Meeting, New Jersey Governor Phil Murphy succeeded Arkansas Governor Ada Hutchinson and unveiled the Chair’s Initiative for his one-year termFour complementary pillars the Initiative will advance: 

  • Prevention and Resilience Building:  Create welcoming, supportive and healthy environments that seamlessly weave age-appropriate mental and behavioral health tools into the fabric of children’s lives in their schools, homes and communities.

TRICARE Updates 

As promised, here is a roundup of TRICARE news: 

T-5 contract timing:  The ending date for the current TRICARE managed care support contracts has been a bit of a moving target.  We have been told December 31, 2021 with a one-year extension option, December 31, 2022 with a one-year extension option, and, as of a meeting with the Defense Health Agency (DHA) in June, “we’re hoping for later this year or the beginning of next year regarding T-5 timing.”  T-5 refers to the fifth iteration of the managed care structure for TRICARE health benefits

No Word Yet on Public Health Emergency Expiration 

The 60-day mark for alerting states to a termination of the COVID-19 public health emergency (PHE) passed last week, with no word from HHS Secretary Becerra.  While he is not required to provide advance notice, he has pledged to, so expectations are that the PHE will continue beyond the current expiration in mid-October.
